Locate People Through Specific Records

To locate people using public records, start with a specific record type and geography. PACER can search federal court parties, state court systems may allow person-name searches, and FOIA.gov can help locate federal agency records. These sources are not universal address finders, so corroborate identity and avoid treating one result as a current-location guarantee.

FOIA is not a way around another person’s privacy. FOIA.gov’s FAQ says records about someone else ordinarily will not be disclosed when release would invade privacy. Their authorization or proof of death may allow greater access, but does not guarantee disclosure.

Search from the record outward

    Start with a known fact

    A state, court, agency, prior county or case type is more useful than a generic name search.

    For a public professional contact or reconnection lead, try a general web search for the person’s full name in quotation marks plus a known organization. If you know the organization’s domain, add site: followed immediately by that domain. Google’s search help documents both operators. Open the organization’s own staff or biography page and check its date and role before using any publicly offered business contact; a search snippet is only a lead.

    Use an official index

    Search the court or agency system that owns that record.

    Verify the record

    Match dates, jurisdiction and case identifiers.

    Only then update your hypothesis

    Treat address/location clues as leads, not proof of current residence.

Ways to reduce false matches

  • Add a middle name or initial when available.
  • Compare the case location with known history.
  • Use event dates to distinguish generations or same-name people.
  • Do not publish or infer sensitive information that the official record does not establish.
Important
Location data ages quickly
A public record can show where an event occurred or where a party was connected to a case. It does not automatically prove where someone lives today.
